Charles "Chuck" LeMoine is a partner who provides client services in both Tressler’s Government and Litigation Practice Groups. He has a wide range of experience in representing school districts and other public entities in all aspects of federal and state litigation, arbitration, and other forms of dispute resolution. These include FOIA, OMA, breach of contract, civil rights, sexual abuse, premises liability, vehicular liability, construction-related claims and insurance, employee benefits and worker’s compensation to name just a few.
Chuck was asked to counsel clients on a number of unique issues facing school districts during the COVID crisis. He was directly involved in representing more than 25 Illinois school districts in connection with the Mask Mandate Class Action litigation that was finally resolved in 2022. Chuck regularly counsels school districts on risk management topics and accident prevention and has been invited to speak to school staff on the prevention of staff-on-student sexual abuse. Chuck is also a regular speaker for the annual IASBO Risk Management Academy on the topic of construction contracts for School Board Officials.
He is no stranger to the courtroom. Throughout his long career, Chuck has tried cases to verdict in both federal and state courts. Less than one year out of law school, he served as a second chair in a trial that was one of the first of its kind where the issue of gender parity in high school sports was on trial.
Beyond the litigation arena, Chuck serves as general counsel for several Illinois school district and municipal self-insured pools, including two of the largest in Illinois; the Collective Liability Insurance Cooperative (CLIC) as well as the Prairie State Insurance Cooperative (PSIC), which together provide different lines of insurance coverage for over 400 districts throughout the state. He is regularly engaged in providing assistance and guidance to defense counsel on serious and catastrophic damage claims.
Chuck moved his award-winning practice to Tressler LLP in August 2022. Since 1987, he has handled a wide array of civil litigation matters from the trial court level through appeal. He has been a certified arbitrator since 1990. Chuck has represented insurance companies, healthcare providers, banks, vehicle manufacturers and dealers, title companies and construction contractors. He has also represented individual doctors, architects, engineers, real estate brokers and property owners.
He has spent more than 18 years as a leader in the field of pro bono legal services. He is committed to supporting his community and developing the next generation of litigators. Chuck has been a featured speaker and author on various topics including risk management techniques, violence in the workplace, construction disputes and mechanics liens, railroad litigation, products liability and professional litigation.
Chuck was a recipient of an AV® Preeminent™ Rating by Martindale-Hubbell for Legal Ability and Ethical Standards, 2002-2015; Platinum Client Champion, 2018. He was also named an Illinois Leading Lawyer in the area of Litigation by the Leading Lawyers Network, 2011-2017. Chuck was named an Illinois Super Lawyer® for Schools & Education by Law & Politics, 2016 to present.
