The Illinois Association of Park District is a nonprofit service, research and education organization that serves park districts, forest preserves, conservation, municipal park and recreation, and special recreation agencies. The association advances these agencies, their citizen board members and professional staff in their ability to provide outstanding park and recreation opportunities, preserve natural resources and improve the quality of life for all people in Illinois.
About the Speaker
Andrew S. Paine is a local government and commercial litigation attorney in Tressler’s Chicago office. He represents public entities, businesses, financial institutions and individuals in transactional and litigation related matters. Andrew has extensive experience in a broad array of local government matters, including real estate and land use, annexation, boundary disputes, zoning, and drafting and negotiating leases, licenses, easements, and intergovernmental agreements. He has successfully prepared and presented a number of applications for special use approval and variations to zoning boards of appeal and village boards. Andrew also has extensive experience drafting and negotiating other forms of contracts, including those for procurement of services and products. In addition, Andrew regularly counsels clients on OMA/FOIA, records retention, appropriations, tax levies, election issues, ethics, ADA and employment issues. Andrew has also litigated a variety of matters on behalf of Tressler’s government and private sector clients in both state and federal court, including debtor/creditor disputes, commercial and residential foreclosure, contract disputes, land use and zoning challenges, property damage claims, construction claims, state agency enforcement proceedings, and post-judgment collections.
