Judy Y. Chiang
Partner | Orange County Office
Judy Chiang is a partner in Tressler's Labor and Employment Group in the Orange County office. Her practice areas include management-side labor and employment litigation defense involving discrimination, harassment and wage and hour claims. Judy also counsels employers in connection with a broad array of employee relations issues, including wage and hour, disability leave and harassment investigations. She prepares and reviews personnel policies, employee handbooks and other employment-related materials to ensure a compliant and effective employment platform. Judy is also very knowledgeable in handling workplace violence restraining orders and has represented several employers and attended numerous hearings statewide and prevailed in obtaining the restraining orders.
James J. Hess
Senior Counsel | Bolingbrook and Chicago Offices
Jim Hess is an experienced attorney in Tressler's Local Government Practice Group. He represents various local government entities, primarily focusing on day-to-day operations for cities, villages, park districts and library districts. Jim's practice includes handling intergovernmental agreements, ordinances, contract negotiations, administrative proceedings, demolition issues, employment, Open Meetings Act issues, Freedom of Information Act matters, ethics and land use matters.
Elizabeth F. Wagman
Senior Counsel | Chicago Office
With over a decade’s experience as an attorney, Elizabeth Wagman, brings a background to Tressler LLP rooted in the application of both school and municipal law. Most recently, Elizabeth served as the Director of Due Process and Mediation for Chicago Public Schools, a position covering approximately 400,000 students in 660 schools across Chicago. In this role Elizabeth acted as lead legal counsel for CPS and Chicagoland charter schools for all matters stemming from special education litigation and mediation.
Lindsay Cabreros

Lindsay Cabreros is an associate in Tressler’s Labor & Employment Practice Group in our Orange County office. Lindsay handles a wide range of employment and litigation matters and has a diverse legal background. As part of Tressler’s national employment team, she provides management-side labor and employment litigation defense to a broad range of clients. Lindsay also works with Tressler’s Insurance Practice Group. Her practice areas include insurance litigation, coverage analysis, claims handling and extracontractual liability, real estate law, construction, business transactions and general business counseling.
Matthew J. O'Malley
Associate | Chicago Office
Matthew O'Malley is a member of the litigation practice group and advises his clients on litigation strategies, skillfully representing them through all phases of litigation. Matt has a track record of success in both bench and jury trials. He focuses on the client’s resolution goals, whether that is achieved through trial, settlement conference, mediation or arbitration. Matt serves his clients in a variety of complex litigated and non-litigated matters, including actions for breach of contract, breach of fiduciary duty, indemnity and contribution, professional malpractice, personal injury, general corporate, LGBT issues, employment discrimination and civil rights violations.

Ashley Pham is an associate in Tressler’s Labor & Employment Practice Group in our Orange County, California office. Her practice area includes counseling and defending employers in all areas of labor and employment matters including discrimination, harassment and wage and hour claims.
